Luis R. Marcos, M.D.
Chief Executive Officer
Dr. Luis R. Marcos was appointed Chief Executive Officer at PAGNY in March 2013. Before joining PAGNY, he was NYU School of Medicine Medical Director for Affiliations. Dr. Marcos was a member of the Board and Chair of the Quality Committee of Dignity Healthcare West (CA) from 2003 to 2007. He held the positions of President/CEO of NYC Health & Hospitals Corporation from 1995 to 2002, and Commissioner of the New York City Department of Mental Health, Retardation, and Alcoholism Services from 1992 to 1995.
Member of the NY State Board for Medicine from 2005 to 2014, he currently serves as an Extended Member. He is also a Member of the NY State Palliative Care Education and Training Council.
Dr. Marcos is Professor of Psychiatry at NYU School of Medicine, and Distinguished Life Fellow of the American Psychiatric Association. He earned his M.D. degree from Seville University in Spain (1967), and a Doctor of Medical Science degree from SUNY Downstate (1975). Board Certified in Psychiatry, he completed his residency training at Bellevue Hospital Center.
Michael J. Chambers
Chief Operating Officer
Michael J. Chambers was appointed Chief Operating Officer of PAGNY in January, 2016. Mr. Chambers has served in senior leadership positions in the health care industry for the past thirty years. He worked for NYC Health + Hospitals for 15 years as the Senior Associate Executive Director at the North Brooklyn Health Network. He also served the New York State Office of Mental Health for 14 years as Director of Licensing and Certification for the New York City Region, where he had administrative and management responsibility for inspection and licensure of more than 750 inpatient, outpatient and residential programs.
Most recently, Mike served as the Executive Director of the Mental Health Association of Nassau County, where he worked on the legislative advocacy agenda at the local, state and national levels.
Mike has also held Adjunct Faculty appointments at Touro College, Boricua College and the New York College of Osteopathic Medicine. He earned his Bachelor of Arts in Psychology from the State University of New York at Albany and a Master of Public Administration from the Baruch College School of Business and Public Affairs
Anthony Mirdita, M.B.A.
Chief Financial Officer
Mr. Anthony Mirdita has served as PAGNY’s Chief Financial Officer (CFO) since 2013. He brings over 20 years of extensive executive health care experience as CFO in Acute Care, Long-term/Post-Acute Care and Physician Group Practices coordinating and implementing financial strategic goals, overseeing Budget, Accounting, Payroll, Treasury Operations, and Information Technology.
Prior to joining PAGNY, Anthony was the CFO for several healthcare organizations: Somers Orthopedic Surgery and Sports Medicine Group, Putnam Hospital Center, Florence Nightingale Health Center and Niagara Rehab and Nursing Center. He also has experience in the public sector, having worked for NYC Health + Hospitals in Jacobi Hospital and at Coler-Goldwater Hospital.
Anthony currently serves on the board of CoveCare Center. In the past, he has served on the boards of United Way of Westchester and Putnam, the Visiting Nurse Association of Hudson Valley, and the Salvation Army Advisory Board for Putnam County. He is also an Adjunct Professor at Berkeley College School of Health Services.
Anthony earned his Bachelor of Science degree in Finance from Fordham University, and his Master of Business Administration degree in Finance from Long Island University.
Reginald D. Odom, Esq.
Chief Human Resources Officer
Mr. Reginald D. Odom, Esq., serves PAGNY in the role of Chief Human Resources Officer. His vast experience includes 22 years working in the field of Human Resources Management, with 14 years specifically in healthcare. Prior to joining PAGNY, Reggie served as Vice President of Medical Center Employee and Labor Relations at NYU Langone Medical Center. In that capacity, he managed and directed the strategic and regulatory human resources functions for the Medical Center, which includes Tisch Hospital, Rusk Institute of Rehabilitation Medicine, the NYU Hospital for Joint Diseases and the NYU School of Medicine.
Earlier in his career, Reggie had served as Associate General Counsel for NYU Hospitals Center, overseeing all employment, labor and general litigation matters for three hospitals. In addition, he served as Assistant General Counsel for Mount Sinai/NYU Health, where he managed a myriad of employment, labor, medical staff, contract and general litigation issues that arose within the six hospitals and the school of medicine.
Reggie earned his Bachelor of Science degree from the School of Industrial & Labor Relations at Cornell University, and his Juris Doctor degree from the Hofstra University School of Law.
Diana Goell Voigt
Diana acts as a strategic partner in managing the legal affairs of PAGNY and serves as the legal advisor to the Board of Directors.
Diana has been practicing law for over twenty years, and for the last fifteen years in the area of labor and employment law. Her extensive experience includes representing employers in civil rights, labor and employment administrative/agency proceedings and actions in state and federal court. Prior to joining PAGNY, Diana was a Senior Attorney in the Law Department for Consolidated Edison Company of New York, Inc. where she worked closely with senior management on employment related matters for the Company. Earlier in her career, Diana was a Senior Counsel in the Labor and Employment Law Division in the New York City Law Department. Diana joined the City’s Law Department in 2001 following several years in private practice. For almost nine years, she supervised a team of attorneys while continuing to provide strategic legal advice to various City agencies and Health + Hospitals, on complex matters.
Diana earned her Bachelor of Arts degree from Kenyon College and her Juris Doctor degree from Vermont Law School. She has been a speaker on employment law topics, and was a Lecturer-in-Law at Columbia University School of Law, teaching a seminar on the role of attorneys in government.
Chief Affiliation Officer
NYC Health + Hospitals/Jacobi and NYC Health + Hospitals/North Central Bronx
As CAO, Sandra is PAGNY’s site leader at Jacobi and North Central Bronx, overseeing finance, human resources, payroll and compliance operations and the Physician Faculty Practice plan. She previously served as PAGNY’s Director of Finance, where she worked with budget analysts to maximize revenue for PAGNY.
Prior to coming to PAGNY in 2015, Sandra served in a number of important positions at the North Bronx Healthcare Network, including Affiliation Contract Manager and Budget Director. She has also served in several administrative positions at the NYC Health + Hospitals/Jacobi, including Deputy Budget Director and Supervising Systems Analyst.
Sandra received her Bachelor’s degree in accounting from Mercy College. She has lived in the Bronx her entire life and, as a child, remembers taking her grandmother to Jacobi for medical appointments. It was those visits that inspired Ms. Maldonado to pursue a career in healthcare.
Robert J. McKenna
Chief Affiliation Officer
NYC Health + Hospital/Harlem and NYC Health + Hospital/Lincoln
Mr. Robert McKenna serves as Chief Affiliation Officer at Harlem Hospital and NYC Health + Hospitals/Lincoln. He came to PAGNY in 2011, bringing more than 25 years of experience as a results-oriented corporate financial executive. At the hospitals, he is responsible for overseeing the entire operations of the affiliation, including Human Resources, Finance, Compliance, Payroll and General Accounting functions. Robert manages the revenue cycle as well as all aspects of the Faculty Practice Plan.
Previously, Robert was employed as Director of Operations of Columbia University’s Affiliation with Harlem Hospital and Senior Financial Analyst at the Columbia University Medical Center. His duties included oversight of budgeting, forecasting, profitability analysis, regulatory reporting, treasury, grant expense management, accounts payable, payroll, business metrics and general accounting functions. In addition, Robert served as President and Owner of McKenna Capital Corporation and as Executive Vice President and Chief Financial Officer at Independent Financial Marketing Group.
Robert earned his Bachelor of Science degree in Accounting from Manhattan College. Recognized for unwavering accuracy, credibility and integrity in financial reporting, Robert is proficient in all areas of corporate finance and accounting. He maintains particular strength in forecasting, product profitability and profit growth and cost reduction.
Chief Affiliation Officer
NYC Health + Hospital/Metropolitan
As CAO, Liliana oversees human resources, finance, compliance payroll and the Physician Faculty Practice plan at Metropolitan.
Liliana previously served as Associate Director of Affiliation Contracts for NYC Health + Hospitals/Bellevue, where she managed more than $200 million in contracts with the NYU School of Medicine at Bellevue, Gouverneur, Coler and Henry J. Carter. She began her career at Bellevue in 2001 in the Affiliation Office, where she also managed agreements with NYU Tisch Hospital.
Previously, she worked in the private sector in Brooklyn and her native Mexico and taught Spanish on a volunteer basis to outreach social workers at Lenox Hill Neighborhood House. She received a Bachelor of Science degree in economics from the Universidad de Monterrey in Mexico and lives in Manhattan with her husband and two children.
Martha I. Vormittag, MS
Director of Human Resources and Administration, Correctional Health Services
Martha I. Vormittag, serves as the Director of Human Resources and Administration for the Correctional Health Services division of PAGNY. Her experience includes various leadership roles in Human Resources in healthcare organizations for the past twelve years where she has demonstrated proficiency in HR business partnering, employee and labor relations, performance management, change management and employee engagement. Other areas of expertise include strategic policy development, talent acquisition, benefits administration, performance appraisal development and implementation and employment/labor law training development and delivery.
Ms. Vormittag, holds her Masters of Science in Human Resources and Labor Relations from New York Institute of Technology, where she was inducted into Delta Mu Delta Honor Society for graduate students. She also earned an award from the American Society of Training and Development for the graduating student most likely to make positive contributions to the field of Human Resources. Ms. Vormittag, MS earned her Bachelor of Arts in English, with departmental distinction, from Dominican College of Blauvelt in Orangeburg, NY.
